Dr. Downey is a proud native of Houston. She attained her undergraduate degree with honors from the University of Texas at Austin’s College of Natural Science.

As a Bachelor of Science in Human Biology, Dr. Downey returned to Houston to complete her medical degree at the Baylor College of Medicine.

Dr. Downey extended her stay at the Baylor College of Medicine in order to complete an integrated residency in plastic surgery.

Training & Specialization:

During her six years of rigorous training, Dr. Downey specialized in breast reconstruction after mastectomy, breast surgery, and cosmetic surgery.

She focused on areas of ‘DIEP’ reconstruction for breast cancer and the restoration of the female figure after childbearing.

As a passionate educator, Dr. Cara Downey serves as a Clinical Assistant Professor at the Baylor College of Medicine’s Department of Surgery (Plastic Surgery Division).

She has written multiple book chapters and articles in highly-respected peer-reviewed journals.

Leadership in Medicine:

In addition, Dr. Downey has led a number of scientific presentations in the United States and Brazil.

Dr. Downey is a board member of Surgical Volunteers International.

Jamal Bullocks, MD

Dr. Bullocks has an interest in facial aesthetic surgery, particularly periorbital rejuvenation (browlift and blepharoplasty), facelift procedures and rhinoplasty.

He also has extensive experience in aesthetic breast surgery, body contouring and micro-surgical breast reconstruction (DIEP Flap Procedure).

He completed his undergraduate education and graduated with honors from Georgetown University. During this time he also performed extensive basic science research and breast cancer research for over 6 years at the Lombardi Cancer Center.

Dr. Bullocks then matriculated into medical school at the Georgetown University School of Medicine and graduated Alpha Omega Alpha cum laude.

After medical school, he was selected to undergo surgical training at Baylor College of Medicine.

There he completed his surgical internship and an integrated Plastic Surgery Residency. After residency, he traveled to Brazil to learn the more in-depth nuances of aesthetic surgery.

Leadership in the Medical Community:

Dr. Bullocks’ medical career has included a multitude of leadership positions. He participated in teaching roles as an Assistant Professor at Baylor College of Medicine Department of Surgery.

Then he was recruited to endure a pioneering opportunity in starting the first plastic surgery department in one of Houston’s largest multi-specialty practices.

There, he also participated as a member of the breast cancer multidisciplinary team and performed thousands of specialty breast reconstruction surgeries.

Throughout his career, Dr. Bullocks has been an avid teacher and researcher in the field of Plastic Surgery.

He has authored a book and written many book chapters and peer-reviewed research articles on the vast complexities of the specialty as well as given lectures in plastic surgery around the world.
